PAIA manual

1. Introduction
This manual is compiled in terms of section 51 of the Promotion of Access to Information Act 2 of 2000 (PAIA) for TBL Business Services (Pty) Ltd, trading as TBL Accounting, part of The Caban Group. It helps you understand what records we hold and how to request access to them.

3. The Information Regulator's guide
The Information Regulator publishes a guide on how to use PAIA. It is available on the Regulator's website, inforegulator.org.za. PAIA complaints can be sent to PAIAComplaints@inforegulator.org.za.
4. Records available without a request
The content of our public website (tblaccounting.co.za) is available without a formal request.
5. Categories of records we hold
- Company records (incorporation, directors, shareholders, minutes)
- Financial and tax records
- Human-resources and payroll records
- Client records and engagement documents
- Enquiries and marketing records
- Information-technology and security records
Access to any of these is subject to the grounds for refusal in PAIA, including the protection of the privacy of third parties and of confidential commercial information.
6. Records available under other legislation
Records may be available in terms of, among others:

7. Processing of personal information
This section is given under section 51(1)(c) of PAIA. Our privacy notice has the full detail.
- Purposes: responding to enquiries; delivering accounting, payroll, tax and related services to clients; meeting legal, tax and professional obligations; employing staff; and operating and securing our website.
- Categories of data subjects: prospective clients, clients, client employees (where we process payroll), our own employees and suppliers.
- Categories of information: identity and contact details, financial and tax information, payroll and employment information, and engagement records.
- Recipients: tax and other authorities where the law requires, our service providers (such as website hosting, accounting software and email providers) and professional advisers.
- Transfers outside South Africa: some of our providers operate or store information outside South Africa. We transfer information only on the grounds POPIA allows.
- Security: reasonable technical and organisational measures, as required by section 19 of POPIA.
8. How to request access
Complete the prescribed request form (Form 2 under the PAIA regulations) and send it to our Information Officer at info@tblaccounting.co.za. You must give enough detail to identify the record and yourself, and say which form of access you want. A request fee and, if the request is granted, an access fee may be payable at the prescribed rates.
9. If your request is refused
You may complain to the Information Regulator or apply to a court with jurisdiction.
